(b) Account "B", which shall be the "Equipment Reserve Account", into which shall be placed charges made to the Street Department of the City of Everett in accordance with the provisions of Section 3 hereof, which are specifically billed said divisions and departments to provide sufficient moneys, having first taken into considerati n the necessary operating and maintenance costs billed under the preceding paragraph, to pay the costs of purchasing new equipment and replacing used equipment as re- quired to carry out the purposes of the Equipment Rental Fund. There shall also be placed in Account "B" moneys which are derived from the direct sale of any of the equipment or other capital assets of the Fund and any moneys which may from time to time be made specifically available thereto by action of the City Council. Section 5: (a) All appropriations estimates for the Street Dept. to year 1967 not expended for Equipment Mechanic I and II in Street Department and corresponding employee benefits, and Maintenance and Operation under catagory of material and supplies defined as lubricants, motor fuels, shop supplies and auto parts, and Capital Outlay items of transportation, communication and work equipment. (b) All revenues and receipts estimates in the 1967 budget for the City of Everett, pertaining to the financing of the estimated expenditures as outline above in paragraph "a" above, are hereby transferred to the Equipment Rental Fund under the direction of the City Clerk-Comptroller. Section 6: Any withdrawals of expenditures from said Equipment Rental Fund shall be made only in the following manner: (a) Expenditures from Account "A" shall be made only upon duly approved payrolls and vouchers of the City of Everett for the purposes hereinbefore ascribed to said account. (b) Expenditures from Account "B" shall be made only upon duly approved vouchers of the City of Everett for the purposes herein- before ascribed to said account. Section 7: All moneys deposited in said Equipment Rental Fund and not expended as provided herein shall remain in the fund from year to year and shall not be transferred to any other fund or expended for any other purpose whatsoever. Section 8: If, at any time hereafter, the City Clerk-Comptroller of the City of Everett shall abolish said Equipment Rental Fund, then all moneys on deposit therein shall revert to and be deposited in the several funds and departments participating in the Equipment Rental Fund.
