details of outfall at river, and details of shoreline pipe protection and bank stabilization. The
plan sheets will include overflow structure rim and bottom elevations,as well as pipe diameter
and flow lines of pipes entering and exiting the overflow and outfall structures.
These documents will be developed for use during the Conclusions Workshop, currently already
scheduled to occur at the end of Subtask 7.3 activities, and will be incorporated into the Conclusions
TM.The pre-design drawings will be to scale, however informal. They will be developed to a level
sufficient for the City to understand the improvement and functionality of the rehabilitation design.
Construction documents with detailed plans, construction details, and technical specifications for
bidding and construction will be developed during subsequent phases of the project. Design concepts
and draft work products will be reviewed by a senior quality control staff member.
• Opinion of Probable Construction Costs:The Service Provider will prepare an AACE Class V OPCC for the
rehabilitation design. The OPCC will incorporate quantities, unit prices and type of rehabilitation to
reflect the design development to approximately 30% complete level.
• Conclusions Workshop:An in-person workshop at the City of Everett office, currently already scheduled
to occur at the end of Subtask 7.3 activities, will be used to discuss results of the pre-design efforts. The
cost estimates and predesign documents will be presented during this workshop. The City and Service
Provider will discuss permitting approaches and any issues, as developed by the City. An anticipated key
outcome of this workshop is the agreement from the City that they would like to progress in design for
subsequent phases of the project. This meeting will be attended by key City staff, including the M&O
staff. The scope and budget for this activity assumes up to six(6) Service Provider team members shall
attend this meeting. The meeting is anticipated to not exceed 4-hours. Workshop materials will be
provided to the City prior to the meeting, for their preliminary review. (This Conclusions Workshop will
include discussions of the results from both Subtasks 7.3 and 7.4 activities.)
• Conclusions TM:The Service Provider will incorporate the results of Subtask 7.4 activities, including the
pre-design documents and OPCC, into the Conclusions TM, as described above in Subtask 7.3. The
Conclusions TM will be used as the basis of design for the detailed rehabilitation design tasks that are
anticipated to take place in subsequent phases of the project.
Assumptions:
• The City has an easement or lease with WDNR for any portion of SR08 that extends onto State lands in
the river. It is assumed that no temporary easements will be required for the SR08 outfall pipe section
and any associated bypass routes.
• City will provide existing plans, drawings and reports of the SR08 outfall pipe and outfall construction.
• Subsurface conditions along SR08 and near its terminus in the river are unknown and rehabilitation
design is likely to require assessment of subsurface soil conditions at the terminus of SR08 and offshore
if extended into the river.
Deliverables:
• Conclusions workshop agenda and minutes (Same as Subtask 7.3)
• Draft and Final Conclusions TM,as described above in Subtask 7.3.This TM will include the pre-design
drawings, costs and permit matrix as attachments. (The Conclusions TM will include results from both
Subtasks 7.3 and 7.4 activities.)
91F A A
