sufficient for the City to understand the improvement and functionality of each Alternative.
• Opinion of Probable Construction Costs:The Service Provider will prepare an American Association of
Cost Engineering(AACE) Class V Opinion of Probable Construction Costs (OPCC)for each Alternative.
Specifically, the following cost estimates will be developed:
o Class V OPCC for Alternative A
o Class V OPCC for Alternative B
o Class V OPCC for Alternative C
• Conclusions Workshop:An in-person workshop at the City of Everett offices will be scheduled to discuss
results and recommendations from the Analysis. The cost estimates and predesign drawings will be
presented during the meeting. An anticipated key outcome of this meeting is the selected Alternative
for which the City would like to progress in design for subsequent phases of the project. This meeting
will be attended by key City staff, including the M&O staff. The scope and budget for this activity
assumes up to six(6) Service Provider team members shall attend this meeting. The meeting is
anticipated to not exceed 4-hours. Workshop materials will be provided to the City prior to the meeting,
for their preliminary review. This Conclusions Workshop will include discussions of the results from both
Subtasks 7.3 and 7.4 activities.
• Conclusions TM:The Service Provider will prepare a TM to summarize the conclusions and
recommendations from the salient Alternatives Analysis activities discussed above. The Conclusions TM
will be used as the basis of design for the detailed design tasks that are anticipated to take place in
subsequent phases of the project.
Assumptions:
• City will provide Original vault design drawings and/or as-built drawings for use in establishing the
concrete strength for the vault: It shall be determined if the existing structure can maintain structural
integrity with an opening as required for the 30" ductile iron pipe; no field work is anticipated to test the
SR08 structural integrity.
• City will provide existing Comprehensive Sewer Plan.
• It is assumed that subsurface conditions are suitable for construction of the SEI to SRI Intertie. (No
geotechnical field work or analysis will be performed under this contract. The City previously provided to
the Service Provider geotechnical reports and a map showing the locations of various boreholes in the
vicinity of the project.)
Deliverables:
• Workshop agenda and minutes
• Draft and Final Conclusions TM submitted via e-mail as a WORD file and PDF file for review and
comment. This TM will include the pre-design drawings, costs and permit matrix as attachments. City
will adjudicate City review comments within a WORD or EXCEL file and provide it to the Service Provider
in anticipation of a conference call with the Service Provider to discuss City's review of the draft. Service
Provider will revise the draft TM per City review comments and submit a Final PDF via email to the City.
Subtask 7.4 Rehabilitation Design of SR08 Outfall Pipe
Subtask 7.4 will consist of developing the pre-design drawings for the rehabilitation of approximately 300
linear feet (LF)of 60" reinforced concrete pipe (RCP)sliplining for the SR08 outfall. Sliplining has been
selected by the City as the best option for rehabilitation of this RCP, as it would allow the river end of the
pipe to be extended beyond the existing bank debris, thus preventing flow from becoming blocked by the
bank debris falling into the open end of the pipe.
71P a G 4
