September 4, 2019 <br /> ACTION ITEMS: <br /> BID AWARD — BIOSOLIDS <br /> City Attorney Hall reviewed the modified language for the biosolids contract <br /> award. <br /> Moved by Council Member Murphy, seconded by Council Member Tuohy, to <br /> award Invitation to Bid#2019-070 Biosolids Loading, Hauling& Land Application <br /> to Sno-Valley Farms, Inc. at the maximum available quantity for fall application, <br /> with any remainder quantity to Elysian Fields LLC. <br /> Roll was called with all council members voting yes, except Council Member <br /> Moore who was excused. <br /> Motion carried. <br /> RESOLUTION —WASHINGTON STATE INITIATIVE 976 <br /> Erick Ashlie-Vinke, Economic Alliance Snohomish County(EASC), urged the Council <br /> to adopt the proposed resolution. <br /> Council Member Roberts requested a copy of the resolution opposing Initiative <br /> 976 that was adopted by the EASC Board in May. <br /> Mr. Ashlie-Vinke stated he would forward a copy of the resolution. <br /> Billy Wallace, District Council for the Washington and Northern Idaho District <br /> Council of Laborers, expressed support for the proposed resolution. <br /> Considerable discussion ensued regarding the design of Initiative 976, the loss of <br /> funding that would occur for transit agencies across the state if the Initiative were <br /> to pass, and the reasons for bringing this resolution forward. <br /> 262 <br />
