The "carry out" fee shall be deemed .a <br /> portion of gross revenu- from commercial collection within the <br /> meaning of that term "g oss revenue" in Section 11 of this Ordinance. <br /> (4) For the single pick up of refuse from a residence in <br /> addition to the weekly -ervice for which the above rates shall be <br /> applicable, the collect.r of refuse may charge such reasonable <br /> rates as are usual and ustomary and as shall be approved at the <br /> hourly rate adopted by 'r imposed with the tariff adopted by the <br /> Washington Public Utili ies and Transportation Commission. The <br /> "special pick up" charg• shall be deemed a portion of gross <br /> revenue from commercial collection within the meaning of that <br /> term "gross revenue" in Section 11 of this Ordinance. In any <br /> case involving unusual ircumstances requiring substantial <br /> additional time and/or abor such as extraordinary long flights <br /> of stairs, receptacles ocated within locked buildings or similar <br /> situations, a reasonable additional monthly charge shall be in- <br /> volved as may be approv d by the Sanitation Superintendent. <br /> Each resident shall be billed at t e monthly rate established in the preceeding <br /> section for the type of service fu nished to the resident, except that as to <br /> sub-paragraphs (3) and (4) of this Section 10 of this Ordinance, where the <br /> "carry out" and "special pick up" .harge is applicable, the collector of <br /> refuse shall bill and be responsib e for collecting said charges. No refund <br /> of charges paid shall be made for ether than a full calendar month for which <br /> such resident's garbage service is not required at the residence. In the <br /> event the City shall combine the b lling for garbage service with the billing <br /> for City water and sewer services, the City shall have the right to apply <br /> any partial payments made pro-rata between the utility services billed. <br /> Section 11: Commercial Colle'tion of Garbage and Refuse; License Re- <br /> quired and License Fee. Upon the .ffective date of this Ordinance, and be- <br /> fore the first of January, 1968, a d thereafter before the first day of <br /> January of each successive year, eery collector of refuse duly licensed <br /> and permitted to carry on the busi ess of collection of garbage and refuse <br /> by the Washington Public Utilities :nd Transportation Commission and either <br /> dealing with the City of Everett, 'irectly, as provided in Section 9 (c) of <br /> this Ordinance, or engaged in the ..,,ercial hauling of refuse and garbage <br /> in the City of Everett, or both, s :11 obtain from the office of the City <br /> Clerk-Comptroller a license to operate and conduct such business.
