The City of Everett shall have the power <br /> from time to time in an appropriate manner to set forth and determine rules <br /> and regulations and rates, duties and responsibilities and necessary salaries <br /> for personnel to carry out this Ordinance. The City of Everett is hereby <br /> empowered to carry out all the terms and conditions of this ordinance and to <br /> collect and dispose of refuse in the manner herein provided; provided, however, <br /> it shall not exercise such power if the collector of refuse is faithfully per- <br /> forming any valid contract with the City. <br /> Section 15: Separability. If any section, provision or part <br /> hereof shall be adjudged to be invalid or unconstitutional, such adjudication <br /> shall not affect the validity of the Ordinance as a whole or any section, <br /> provision or part thereof not so adjt.dicated to be invalid or unconstitutional. <br /> Section 16: Penalties.
