• <br /> (c) Large, suitable co tainers for both collection of <br /> garbage and refuse may, with he approval of the Sanitation Super- <br /> intendent, be used by multipl- dwellings and business establishments. <br /> (d) It shall be the du y of every person to cause such garbage <br /> and refuse to be removed and sisposed of as regularly as may be pro- <br /> vided by action of the Sanita ion Superintendent for the area of the <br /> City in which such person may reside or conduct business. <br /> (e) In the case of iso ated dwellings or places of business <br /> located in sparsely settled p•rtions of the City, or located where <br /> reasonable access by truck is not available, or where there are <br /> particular items of garbage o refuse which cannot be placed in <br /> suitable containers for colle tion or suitably bundled and tied with <br /> twine, such garbage and refus- may be removed therefrom upon special <br /> permit of the Sanitation Superintendent under such terms and con- <br /> ditions as he shall approve a d direct. Garbage and swill shall not <br /> be disposed of upon private •. emises in any manner nor shall such <br /> garbage or swill be burned u• .n private premises by incineration, <br /> except as provided by Sectio 8 below. <br /> Section 8: Restrictions on Disposal; Exceptions. It shall be unlaw- <br /> ful for any person to bury, burn, dump, collect, remove, or in any manner <br /> dispose of garbage within the Cit of Everett, except through the use of <br /> the garbage collection system pr. ided by the City directly, or through <br /> the services of a garbage collect 'on contractor defined herein as a '`collector <br /> of refuse", except in the followi g specific instances, to-wit: <br /> (a) Wastepaper, boxes, rubbish and debris, brush, woods and <br /> cutting from trees, lawns, scrubs and gardens, not including, how- <br /> ever, cardboard or wood cont. iners in commercial quantities, may be <br /> burned upon private property in furnaces or incinerators approved by <br /> the Chief of the Everett Fir Department or his authorized deputy <br /> pursuant to ECC, Chapter 7.0 . Leaves or grass clippings may be <br /> composted for garden purpose: upon private property in such manner <br /> as the Sanitation Superintendent may establish. <br /> (b) Individuals or per ons may take refuse or garbage, or excess <br /> refuse, to the disposal site provided by the City as set forth in <br /> Section 9, provided, it shall be unlawful for any person to remove or <br /> transport refuse or garbage •ver or upon the public rights of way in <br /> the City of Everett, in a ner or upon a vehicle that permits such <br /> material to fall upon or be strewn about the public rights of way, <br /> streets or private property. <br /> (c) The provisions of this ordinance are not intended to govern <br /> the use of industrial by-pr.ducts or their disposition, or the disposal <br /> of industrial waste, or to •rohibit the specialized methods of disposal <br /> of such industrial waste in such a manner as may be approved by or <br /> authorized by the ordinance: of the City of Everett, or the laws of the <br /> State of Washington, as the same may now exist or be hereafter established <br /> or amended. <br /> Section 9: Garbage collect on. <br /> (a) The City of Evere t shall, through the use of city employees <br /> andequipment provided for s ch purposes, collect, remove and dispose <br /> -5- ORDINANCE <br />
