1 ORDINANCE NO. 1--1A 2 AN ORDINANCE providing for the improvement of: 3 73rd Street from Jefferson Avenue westerly for 4 400 feet M/L, 5 by the construction of a 4-inch cast iron water main and neces- sary appurtenances and dosing such other work as may be necessary 6 therewith to make a complete improvement, all in accordance with plans to be prepared by the City Engineer, and providing that the 7 City of Everett shall pay a portion of the cost of said improve- ment creating a local improvement district, creating a local 8 improvement district fund therefor; and providing for the payment of a portion of said improvement by special assessments on the 9 property in said district under the mode of payment by bonds . 10 WHEREAS, there has been heretofore filed with the City Council of the City of Everett, a majority petition of the 11 property owners petitioning for said improvement, and upon exam- ination thereof, the said City Council has found the things set 12 forth therein to be true, and 13 WHEREAS, the petition has been duly teferred to the Commissioner of Public Works to be examined by said Commissioner 14 and the City Engineer, and the City Commissioner of Public Works has filed with the City Council all data and information required 15 by law. 16 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: 17 Section 1: That an improvement be made of 18 73rd Street from Jefferson Avenue westerly for 400 feet M/L, 19 by the construction of a 4-inch cast iron water main and neces- 20 sary appurtenances and doing such other work as may be necessary therewith to make a complete improvement, in accordance with 21 plans to be prepared by the City Engineer, which plans and specifications are hereby approved and adopted. 22 Section 2: That the cost and expense of such improve- 23 ment shall be borne by and be assessed against the property included in the assessment district herein created in accordance 24 with the zone and termini method of spreading assessments . 25 Section 3: That there is hereby established a Local Improvement District No . - ; /.4, which district shall include the 26 following described property located in Everett, Snohomish County, Washington, to-wit: 27 Lots 18 thru 28, Block 34, Plat of Pinehurst, 28 Division "D", 29 Lots 5 thru 15, Block 41, Plat of Pinehurst, Division "D" and the following unplatted property: 30 Sec . 8, T28, N, R5, E.W.M. , unplatted in SW 1/4 NW 1/4, 31 East 29' of N177.62 ' of E264' of W528 ' of SW1/4 of 32 NW1/4, Sec . 8, T28 N, R 5, E.W.M. ,
