qi <br /> 5! <br /> ORDINANCE NO. 44/66 <br /> AN ORDINANCE of the City of Everett, Washington, pro- <br /> viding for the submission to the qualified electors of the City <br /> Tx at a special election to be held therein on September 20, 1966, <br /> of a proposition of whether or not the City should issue its <br /> unlimited tax levy general obligation bonds in the principal <br /> amount of $4,500,000 for the purpose of providing funds to pay <br /> the cost of improving a substantial number of arterial and main <br /> streets throughout the City, and declaring an emergency to exist . <br /> WHEREAS, it is deemed necessary and advisable that a <br /> substantial number of arterial and main streets through the City <br /> of Everett, Washington (hereinafter called the "City") , be im- <br /> proved by widening, paving andchannelization, by the acquisition <br /> and installation of traffic signals, signs and control devices, <br /> and that certain rights-of-way necessary to carry out such <br /> program of street improvements be acquired; and <br /> WHEREAS, in order to provide the funds necessary to make <br /> such improvements it is deemed necessary and advisable that the <br /> City issue and sell its unlimited tax levy general obligation <br /> bonds in the principal sum of $4,500,000; and <br /> WHEREAS, the Constitution and laws of the State of <br /> Washington provide that the question of whether or not such bonds <br /> may be issued for such purposes must be submitted to the qualified <br /> t electors of the City for their ratification or rejection; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: It is hereby found and declared that the <br /> ' welfare, safety and convenience of the people living within the <br /> City require it to carry out the plans hereinafter provided. <br /> Section 2: The City shall improve the following named <br /> avenues, streets, roads, boulevard, lane and drive by the <br /> acquisition, construction and installation of the following <br /> described improvements: <br /> 1. Norton Avenue _ _. 22nd Street to Alverson Boulevard, widen <br /> and pave to arterial standards . <br /> 2 . Norton Avenue Bridge at 22nd Street, build additional bridge <br /> to provide four traffic lanes and channelization. <br /> 3 . Norton Avenue - 25th Street to 22nd Street, widen and pave <br /> road to arterial standards . <br /> 4. 10th Street - Rucker Avenue to Highway 99 North, widen and <br /> pave for safer traffic flow. <br /> 5. Colby Avenue - 41st Street to 35th Street, widen and pave to <br /> permit two traffic lanes in each direction and channelization . <br /> 6. 16th Street - Rucker Avenue to Rockefeller Avenue, widen and <br /> pave for safer traffic flow. <br />
