Section 2 : 75% of the cost of the improvement shall be paid by the City of Everett from the Arterial Street Fund . All of the remaining costs of the improvement shall be borne by and assessed against the property included in the assessment district herein created in accordance with the special benefits conferred thereon without regard to the zone and termini method of deter- mining assessments .
