Stantec <br /> August 6,2019 <br /> Page 4 of 14 <br /> Subtask 200.006 Air Quality Regulations <br /> Stantec will summarize applicable air quality regulations, including any pending rules relevant to the <br /> WPCF processes, or possible future process alternatives, describing their potential impact on needed <br /> improvements or future operations. <br /> Stantec will prepare a TM summarizing the results of this regulatory analysis and will conduct a 3-hour <br /> workshop to review these findings with City staff.Stantec will prepare a meeting agenda and minutes <br /> and provide those to the City. Comments on the Technical Memorandum will be incorporated in the <br /> Draft Facilities Plan. <br /> Deliverables: <br /> • Meeting with Ecology and City staff <br /> • Draft Regulatory Assessment TM <br /> • Workshop with City staff to review draft TM <br /> • Meeting agenda and minutes <br /> Task 300 Condition Assessment <br /> A key input to the Facilities Plan development is the condition of the existing WPCF.This data drives <br /> both long-term infrastructure improvement alternatives development and the 5-year CIP needed for <br /> budgeting in the spring of 2020. We are aware of a number of facility needs which City staff have <br /> identified, as well as concerns for existing facilities which require further investigation due to physical <br /> condition or vulnerability to seismic or flooding events. For example,the City knows attention must be <br /> given to the existing headworks building as this structure and others associated with the South Plant site <br /> are built on fill without the support of piles,and settlement is evident. <br /> This task includes an evaluation of the existing WPCF infrastructure and assets, including physical <br /> condition,age,ability to function as designed under future climate conditions(sea level rise and <br /> flooding),as well as resiliency of the facilities under critical conditions such as a major seismic event. <br /> This evaluation will assess the ability of the WPCF, under extreme conditions,such as a major seismic or <br /> flood event,to remain functional and provide compliant treatment and disposal service to existing <br /> users,as well as under flow and loading conditions that may exist under foreseeable growth scenarios <br /> for the service area. For this evaluation,the flows and loads developed in Task 100 will be used, <br /> therefore it is critical those assumptions and projections be finalized prior to evaluation of WPCF <br /> functionality under future conditions. <br /> Stantec will deploy a condition assessment strike team to provide the assessment as an early-action <br /> deliverable.The findings of the condition assessment will be used to support both plant-wide <br /> improvement alternatives and near-term (<5-year) budget recommendations.The Subtasks which <br /> represent the activities to be undertaken in this condition assessment are described in greater detail <br /> below. <br /> Subtask 300.001 Physical Condition—WPCF Components <br /> Stantec will conduct an evaluation of the existing WPCF process components and structures.
