F11-T. DECLARATION OF NON-SIGNIFICANrr <br />The proposed action is the issuance of building permits to allowt-'�- onstruction of an <br />approximately 38,000 square foot retail stoza. The following factors were considered <br />and the listad requirements were placed in response to comments submitted during the <br />environmental checklist review of this proposal. <br />1. The site is zoned C-1, General Commercial Zone, which would allow this use. <br />2. The building will abutt the existing Everett Mall Shopping Center. A portion of the <br />site is covered with Asphalt and a portion contains small Alder saplings.. <br />3. Access would be provided via the existing access to the Everett Mall. Parking must <br />be provided in conformance with City Code. Access and traffic improvements, <br />including adequate maintenance of existing traffic circulation system and traffic control <br />devices as required by manual on ur:iform traffic ccntrol devices and APWA must be <br />provided prior to the issuance of building permits in conformance with Public <br />Wurks Department checklist comments. <br />4.
