As a part of this program the Snohomish County <br /> Attachments: Council adapted a 2019 Priority Package Detail#619 dated November 2018 that included funding <br /> Interlocal Agreement for the City of Everett construction and improvements projects. <br /> Department(s)involved: Project summary statement. <br /> Parks/Legal <br /> The 2006 Everett Parks Strategic Master Plan and the 2013 Master Plan update identified off- <br /> Contact person: leash dog areas as one of the priorities for future development.Currently,Everett Parks has <br /> Bob Leonard three off-leash dog parks which are located at Howarth Park, Loganberry Lane and Lowell Park. <br /> The off-leash area at Lowell Park is 0.33 acres on a sloped area located in the northern part of the <br /> Phone number: park.Due to its small size,slope and heavy use the area is subject to significant erosion and a <br /> 425-257-8335 challenge to maintain.Meetings in May and April of 2019 with the Lowell neighborhood were <br /> held to collaborate about the possibility of relocating the Lowell off-leash dog park.Subsequent <br /> Email: to the meetings, Parks staff identified a City-owned parcel on the east side of the central Lowell <br /> bleonard@everettwa.gov neighborhood.This parcel is 0.85 acres and has excellent access to the Lowell Neighborhood via a <br /> pedestrian bridge over the BNSF rail lines and to the new Riverfront development via the <br /> Riverfront Trail. <br /> The new off-leash area will be enclosed with a 5-foot hign,rail fence with a hog wire fabric.The <br /> area will have two entrances with double gates built on concrete pads. A dog water fountain and <br /> dog wash area will be installed. All design work and construction management will be completed <br /> Initialed <br /> by Parks staff.
