ORDINANCE NO. AN ORDINANCE amending ORDINANCE NO. 4122 of the City of Everett by amending Section 4 thereof and adding a new section thereto and declaring an emergency to exist, and revising ballot title, NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: That Section 4 of Ordinance No. 4122 of the ; City of Everett is hereby amended to read as follows: Section 4. It is hereby found and declared that an emergency exists requiring the submission to the qualified electors of the City at a special election to be held therein on the 8th day of March, 1966 of the proposition of whether or not the City shall issue such bonds for such purposes . The Snohomish. County Auditor, as ex officio supervisor of all elections held in Snohomish County, is hereby re- quested to also find the existence of such emergency and to call and conduct said special election to be held within the City on said date and to submit to the quali- fied electors of the City the proposition hereinafter set forth. The Clerk of the City is hereby authorized and directed to certify said proposition to the Snohomish County Auditor in the following form: PROPOSITION ARTERIAL STREET PROGRAM GENERAL OBLIGATION BONDS - $4, 500,000 In order to make certain capital improvements to a substantial number of main and arterial streets through- out the city by paving, widening and channelization, acquiring rights-of-way, and installing traffic signals, signs and controls , all as more specifically provided in Ordinance No. of the city, adopted December 21, 1965, shall the City of Everett, Washington, issue its general obligation bonds in the principal amount of $4, 500,000, such bonds to bear interest not in excess of the legal rate of interest, to mature serially in from 2 to 20 years from date of issue, and to be paid both principal and interest out of annual tax levies to be made without limitation as to rate or amount for the purpose of such improvements?
