Yy <br /> ORDINANCE NO. / 2, <br /> AN ORDINANCE of the City of Everett, Washington, <br /> providing for the submission to the qualified electors <br /> of the City at a special election to be held therein on <br /> March 8, 1966 of a proposition of whether or not the <br /> City should issue its unlimited tax levy general <br /> obligation bonds in the principal amount of $4, 500, 000 <br /> for the purpose of providing funds to pay the cost of <br /> improving a substantial number of arterial and main <br /> streets throughout the City, and declaring an emergency <br /> to exist. <br /> WHEREAS, it is deemed necessary and advisable that a <br /> substantial number of arterial and main streets through the City of Everett, <br /> Washington (hereinafter called the "City"), be improved by widening, paving <br /> and channelization, by the acquisition and installation of traffic signals, signs <br /> and control devices, and that certain rights-of-way necessary to carry out <br /> such program of street improvements be acquired; and <br /> WHEREAS, in order to provide the funds necessary to make such <br /> improvements it is deemed necessary and advisable that the City issue and <br /> sell its unlimited tax levy general obligation bonds in the principal sum of <br /> $4, 500, 000; and <br /> WHEREAS, the Constitution and laws of the State of Washington <br /> provide that the question of whether or not such bonds may be issued for <br /> such purposes must be submitted to the qualified electors of the City for their <br /> ratification or rejection; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1. It is hereby found and declared that the welfare, <br /> safety and convenience of the people living within the City require it to carry <br /> out the plans hereinafter provided. <br /> Section 2. The City shall improve the following-named avenues, <br /> streets, roads, boulevard, lane and drive by the acquisition, construction <br /> and installation of the following-described improvements: <br />
