Yy ORDINANCE NO. / 2, AN ORDINANCE of the City of Everett, Washington, providing for the submission to the qualified electors of the City at a special election to be held therein on March 8, 1966 of a proposition of whether or not the City should issue its unlimited tax levy general obligation bonds in the principal amount of $4, 500, 000 for the purpose of providing funds to pay the cost of improving a substantial number of arterial and main streets throughout the City, and declaring an emergency to exist. WHEREAS, it is deemed necessary and advisable that a substantial number of arterial and main streets through the City of Everett, Washington (hereinafter called the "City"), be improved by widening, paving and channelization, by the acquisition and installation of traffic signals, signs and control devices, and that certain rights-of-way necessary to carry out such program of street improvements be acquired; and WHEREAS, in order to provide the funds necessary to make such improvements it is deemed necessary and advisable that the City issue and sell its unlimited tax levy general obligation bonds in the principal sum of $4, 500, 000; and WHEREAS, the Constitution and laws of the State of Washington provide that the question of whether or not such bonds may be issued for such purposes must be submitted to the qualified electors of the City for their ratification or rejection; NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1. It is hereby found and declared that the welfare, safety and convenience of the people living within the City require it to carry out the plans hereinafter provided. Section 2. The City shall improve the following-named avenues, streets, roads, boulevard, lane and drive by the acquisition, construction and installation of the following-described improvements:
