b. All customers or premises within the City limits not included in the fixed rate water service classification and all customers, without exception, located outside the City limit shall be furnished water through a metered service only. c. All service connections to the Water System upon the effective date of this Ordinance, which are receiving water service on a fixed rate basis, but which do not qualify for fixed rate service as defined in this Ordinance shall be treated in the following manner: The Water Department, at its option, may install without additional cost to the premises, a meter in the service line serving such premises and thereafter charge such premises at the applicable me tered rate, or Any such premises having a fixed rate service connection for which the premises does not qualify under the terms of this Ordinance, shall be charged at the fixed rate multiplied by the number of units existing upon such premises, the sum of which shall constitute the total monthly charge for the premises. Such charge shall be rendered without regard to occupancy or vacancy of the units. The number of units existing upon such premises shall be determined by the Water Department. Section 9: Applications For Water Service. Before water is furnished to any premise, an application form provided by the Water Depart- ment for water service shall be completed and signed and the appropriate water service connection charge paid in advance of any service installation work. Section 10: Owner Or Agent To Make Application. Each application shall be made by the owner of the property to be served or by his authorized -7-
