• <br /> ORDINANCE NO. 4078 <br /> AN ORDINANCE Regulating Parades, Funeral Processions and other <br /> Similar Uses of Public Places; Authorizing the City Clerk-Comptroller to <br /> Receive Applications and Issue Permits; Providing Standards for Issuance <br /> Thereof; Establishing Procedure for Appeal upon Rejection of Application; <br /> Requiring Compliance with Permit Conditions; and Prescribing Penalties <br /> for the Violation of its Provisions and Repealing Section 8.48.090-100-110 <br /> Everett City Code, and Section 174, 175 and 176 of Ordinance No. 3211. <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: This Ordinance shall be known and may be cited as <br /> the "Parade Ordinance of the City of Everett". <br /> Section 2: <br /> (1) "Chief of Police" is the Chief of Police of the City of <br /> Everett. <br /> (2) "City Clerk-Comptroller" is the City Clerk-Comptroller of <br /> the City of Everett. <br /> (3) "City" is the City of Everett. <br /> (4) "Parade" is any parade, march, ceremony, show, exhibition, <br /> pageant, or procession of any kind, or any similar display, in or upon <br /> any street, park or other public place in the City. <br /> (5) "Parade Permit" is a permit as required by this Ordinance. <br /> (6) "Person" is any person, firm, partnership association, <br /> corporation, company or organization of any kind. <br /> Section 3: No person shall engage in, participate in, aid, <br /> form or start any parade, unless a parade permit shall have been obtained <br /> from the City Clerk-Comptroller. <br /> (1) This Ordinance shall not apply to: <br /> (a) funeral processions except as hereinafter provided; <br /> (b) students going to and from school classes or partici- <br /> pating in educational activities, providing such con- <br /> duct is under the immediate direction and supervision <br /> of the proper school authorities; <br /> (c) a governmental agency including military units of the <br /> State of Washington and United States acting within <br /> the scope of its functions. <br /> Section 4: A person seeking issuance of a parade permit shall <br /> file an application with the City Clerk-Comptroller on forms provided by <br /> such official and deposits fee as required by Section 4 (4). The applica- <br /> tion shall be immediately referred to the Chief of Police. <br /> - 1 - <br />
