• <br /> (4) FEE. There shall be paid a fee at the time of the appli- <br /> cation as follows, for each hour of parade time: <br /> Vehicles Participating <br /> 1 to 30 Vehicles $10.00 per hour <br /> 31 to 40 Vehicles $15.00 per hour <br /> 41 to 50 Vehicles $20.00 per hour <br /> $5.00 for each additional 25 vehicles per hour. <br /> Pedestrians Participating <br /> 1 to 50 $10.00 per hour <br /> 51 to 100 $25.00 per hour <br /> $5.00 per each multiple of 50 per hour. <br /> If the number of vehicles participating and pedestrians exceeds <br /> the permit, the parade may be stopped if in the judgment of the Chief of <br /> Police, or his duly authorized assistant, the number of officers assigned <br /> to the parade will be insufficient to handle the traffic and public safety. <br /> If he shall permit the parade to proceed nevertheless, the applicant shall <br /> pay the fee applicable for such excess participation within two days of the <br /> date of said parade and if not paid within two days shall be subject to an <br /> assessment of an additional fee equal to the total amount of said additional <br /> total fee. <br /> The City of Everett shall furnish to the applicant to assist in <br /> the direction of the parade commencing at the time set in the permit, one <br /> police officer per hour based on each multiple of $ 5.00 paid by the appli- <br /> cant but in no event shall the City be required to assign officers to said <br /> parade in excess of the number reasonably available for such delegation <br /> and still maintain the police force at a reasonable standard. <br /> Section 5 : STANDARDS FOR ISSUANCE. The Chief of Police shall ap- <br /> prove a permit as provided for hereunder when, from a consideration of the <br /> application and from such other information as may otherwise be obtained, <br /> he finds that : <br /> (1) The conduct of the parade will not substantially interrupt <br /> the safe and orderly movement of other traffic contiguous to its route; <br /> (2) The conduct of the parade will not require the diversion of <br /> of so great a number of police officers of the City to properly police the <br /> line of movement and the areas con tiguous thereto as to prevent normal <br /> police protection to the City; <br /> (3) The conduct of such parade will not require the diversion <br /> of so great a number of ambulances as to prevent normal ambulance service <br /> to portions of the City other than that to be occupied by the proposed <br /> line of march and areas contiguous thereto; <br /> (4) The concentration of persons, animals and vehicles at as- <br /> sembly points of the parade will not unduly interfere with proper fire and <br /> police protection of, or ambulance service to, areas contiguous to such as- <br /> sembly areas; <br /> (5) The conduct of such parade will not interfere with the move- <br /> ment of fire-fighting equipment enroute to a fire; <br /> - 3 - <br />
