1 <br /> ORDINANCE NO. <br /> An Ordinance Amending Ordinance No. 1671-89 (EMC Title 19, Zoning), as amended, <br /> Relating to Off-Street Parking Areas and Landscaping <br /> WHEREAS, the City Council makes the following findings: <br /> 1. Various amendments to the Zoning Code are proposed to make the code more user <br /> friendly and require higher minimum standards for landscaping and parking area design <br /> and construction; and <br /> 2. The amendments address recommendations by consultants to encourage low impact <br /> development, as well as comments from the city's Tree Committee, and Planning, Public <br /> Works, Police, Parks and Transit Departments; and <br /> 3. A SEPA Determination of Non-Significance was issued for the proposal and finalized on <br /> December 22, 2012; and <br /> 4. The Planning Commission conducted a public workshop on May 15, 2012 and a public <br /> hearing on January 15, 2013 on the proposed amendments and recommended that the <br /> City Council adopt the proposed amendments; <br /> WHEREAS, the City Council makes the following conclusions: <br /> 1. The proposed amendments to the zoning standards relating to off-street parking areas <br /> and landscaping are consistent with the policies of the Everett Growth Management <br /> Comprehensive Plan; and <br /> 2. The proposed amendments bear a substantial relation to the public health, safety and <br /> welfare; and <br /> 3. The proposed amendments to the zoning code promote the best long term interests of <br /> the Everett community. <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: Section 3 of Ordinance 1847-92, as amended (EMC 19.4.020), is hereby amended <br /> by the addition of the following definitions: <br /> Caliper means diameter of a tree trunk measured 6" above the ground. <br /> Low Impact Development (LID) means a stormwater management strategy that emphasizes <br /> conservation and the use of existing natural site features integrated with distributed, small-scale <br /> stormwater controls to more closely mimic natural hydrologic patterns in developed settings. <br /> Section 2: Section 34.080 of Ordinance 1671-89, as amended (EMC 19.34.080), which reads <br /> as follows: <br /> Parking area design and construction. <br /> 1 <br /> 3 <br />
