4. Amended Exemption Agreement Controls. This Covenant in no way modifies or <br /> affects or limits the rights and obligations of the City and Owner under EMC Chapter 3.78 and <br /> RCW 84.14 or under the Amended Exemption Agreement. In the event of any conflict between <br /> the terms of this Covenant and the terms of the Amended Exemption Agreement, the terms and <br /> conditions of the Amended Exemption Agreement shall govern and control. <br /> 5. Miscellaneous. <br /> (a) Governing Law. This Covenant will be governed by and construed in accordance <br /> with the laws of the State of Washington. <br /> (b) Counterparts.
