Box 1978 <br /> Everett,WA 98201 <br /> RE: 2201 Highland Avenue (c 1203-010) <br /> Dear Mr. Lapinski: <br /> The Planning Department has reviewed building permit plans for the residential remodel at the <br /> above address and determined that as proposed it does not meet zoning code standards for the <br /> R-2 zone in which it is located. <br /> • The residential structure cannot be renovated and used as a rooming or boarding house, <br /> as such uses are not permitted in the R-2 zone. <br /> • The residential structure cannot be renovated as a duplex, as the R-2 requires a <br /> minimum lot area of 7,500 square feet for duplexes. <br /> • The modifications cannot be approved as a single family residence, as the zoning code <br /> defines a family in part as a single housekeeping unit with up to 4 unrelated adults and <br /> their related children. The thirteen bedrooms would accommodate far more than 4 <br /> unrelated adults. <br /> • The nine parking spaces are in excess of the four parked vehicles that are allowed <br /> (Section 8.60.030 Everett Municipal Code). <br /> It is our understanding that the modifications shown on the plans have already been completed, <br /> and the application is for an after-the-fact building permit. In order for the Planning Department <br /> to be able to sign off on any building permits, the house will need to be restored to its previous, <br /> legally established condition, including but not necessarily limited to removing one of the <br /> kitchens, reducing the number of bedrooms from 13 to 4 (four bedrooms is the number <br /> recognized by Snohomish County assessor)and eliminate excessive parking. The occupancy <br /> of the dwelling must comply with the definition of"family" in the Zoning Code.
