, fed de Budden <br /> To: Donald Cunningham <br /> Cc: Tony Lee; Kevin Fagerstrom <br /> Subject: 2201 Highland Ave. <br /> Don, <br /> I have reviewed permits and documents on file for the property located at 2201 Highland Ave. <br /> I have prepared below a summary of this review and notes based on my observations made with you during our joint <br /> inspection of the property today. <br /> 1. A hearing examiners order dated November 10th 2016 required all of the required permits and approvals to <br /> abate the violations within the structure to be completed by May 17th 2017. <br /> 2. Records show that to date,the required corrections and approvals have not been completed. <br /> 3. The hearing order states in paragraph 2.Subsection d.that"The City of Everett Building Division shall <br /> designate which rooms can be used and occupied consistent with this decision." <br /> 4. Apparently during the construction and abatement efforts the structure was occupied partially on the upper <br /> floors of the building. <br /> 5. The structure was then vacated for a period of time and eventually sold to the current owners. <br /> 6. I conducted an administrative review of the status of the permits and property on 11/28/2017 and have <br /> determined that building permits to abate the violations of record had not been applied for, nor issued.An <br /> electrical permit(#EW1611-003)to repair electrical panels is the only abatement progress related to <br /> compliance that can be located. <br /> 7. <br /> My administrative notes for the file review dated 11/28/2018 are as follows: <br /> 1. Permit not issued. <br /> 2. Code violations pending abatement. <br /> 3. Hearing order to abate violations issued. <br /> 4. House is vacant and not approved for occupancy or habitation. <br /> 5. Ok to send to records. <br /> Today's inspection reveals that the house is occupied including the basement area. <br /> I also observed non code compliant electrical equipment including: broken and incomplete electrical boxes with <br /> exposed wiring, unprotected and exposed nm cable. <br /> The concrete entry ramp to the basement area is too steep, presents a fall hazard, and lacks required railings. <br /> The stairway that serves this ramp is non-compliant as well, <br /> The risers and treads are unequal and the stair lacks an approved railing. <br /> Several basement rescue and egress windows remain non-compliant with openings that are too high or lack area wells <br /> for suitable use. <br /> A second kitchen (unapproved) remains in use in the basement. <br /> An interior stairway that connects the basement to the first floor has numerous code defects and violations including, <br /> Too narrow, inconsistent risers and treads, low <br /> headroom, noncompliant hand railing, and lack of fire protection beneath. <br /> In summary the violations of record have yet to be abated as ordered. <br /> The house has been altered and is being used in a manner inconsistent with code and any approvals. <br />
