vi. The project will result in youth programming offered to and open to the general <br /> public an average of forty hours per week and an average of five days a week. <br /> vii. There is a demonstrated likelihood of increased visitors, sales to local <br /> businesses, or improvement to the character of the neighborhood in which the <br /> project is planned. <br /> viii. The project can demonstrate an ability to serve low-income populations. <br /> 3. City staff will annually report to the City Council any projects qualifying for the fee waiver <br /> program that year. The report will include information such as the scope,value, location, and <br /> estimated completion date of the qualifying project. <br /> 4.
