It was assumed that each class would have approximately 30 attendees, for 60 net
trips (30 in/30 out)since these classes are community leaming and not mahiculated
curticulum. I3ased on the lenyth ot ihe classes it was assumed that a class would generate
inbound or outbound trips but not both during the PM peak hour. The trip generation
estimated in this manner was factored up to account(or the increased square footage of the
new building.
Because the bowling alley that had previously occupied the site was demolished within Ihe
last 10 years, the net increase in site hips is the estimated new hips minus the bowling alley
trips (determined using ITE Land Use 437). Based on Ciry of Everett calculations this
resulted in a slight decrease in site trips, so no traffic mitigation fees are due. The conclusion
from both the TIA and Ciry's approaches is that ihe Fitness Center would not generafe new
trips during the PM peak hour.
5. Everett Community College (EvCC) must mmplete updated parking study,
including evaluation of current parking demand on- ond oJJ-campus and at the
satellite parking facilities, including College Plaza and existing fitness center on 13'"
StreeL Contact traJfic engineer for details on what the report should indude.
Discussions with Michael Brick concluded that it would nol be necessary to prepare a
parking utilizalion study since the projecl does nol result in an increase in campus population
or new campus generated trips. The Ciry has requested a summary showing the cutrent
campus parking supply and the proposed (uture parking supply after project completion.
This summary is provided in ihe table below:
Existing Coditions Future
Lot g;, Condlllona
Slall u 1 Studanl Visitor Disabled Olher Reserved Tolals
Olympus {:'A1,L':.': "0 '::'.4 ..,",4;'"ti{1Y.."kp1 •. .i°ek:e9'".. .
Lot tPks.IRainieUGWJ 107 l0 121 1S 31 12 i 301 301 •
LotIN.Whilchorsel ;3i _, x p..... 0 .. , 16.. ..'20.3~..-Y:OF.;i9f{"a'*'","!l"^'...',`...
Lot 2 South 0 0 151 a 0 0 1 252 352
Lo3Easl(Tower i01t.jli . .20] - 0 . ..
