Consultation services description: <br /> a) Create a "checklist" or compendium of"best practices" relating to safety,security and <br /> operational practices in land management-based operations that are adaptable to the <br /> scope and functions of the City's Park Ranger operations. Ideally,such a list would also <br /> serve to improve safety and security in the City's Watershed Patrol and Animal Control <br /> operations and centers; <br /> b) Identify what operations, procedures, and methods that are being conducted currently <br /> by City Park staff are being done well and in accordance within industry standards of <br /> practice,and should be continued; <br /> c) Recommend approaches meant to improve site security and resistance to specific <br /> threats to persons and property as identified; <br /> d) Assess and fill gaps which may exist in current training and operational policies, <br /> procedures,and protocol; <br /> e) Train Park Rangers and other identified staff, supervisors,volunteers and administrators <br /> as may be desired/directed—in techniques to manage and mitigate undesirable <br /> behaviors, de-escalate angry persons,threat awareness, dynamic decision-making and <br /> other topics as directed; <br /> f) Educate Park Ranger staff in better understanding their legal and safety limits in <br /> responding to certain situations that would be more safely and effectively handled by <br /> general authority police officers, thus properly transferring the risk from Parks and <br /> Community Services to the Police Department; <br /> g) Provide mentorship of identified key personnel within the department, related to a <br /> comprehensive management and supervisory approach; <br /> h) Develop a robust long-term training plan that addresses initial on-boarding;safety <br /> meetings; in-service type training sessions; unusual occurrences; and recognizes the <br /> need for face-to-face sessions,online or"hybrid"training delivery, and table-top <br /> exercises meant to improve preparedness, resilience, response, and recovery <br /> 2. Consultant service deliverables: <br /> Phase I <br /> a) Review of Policies, Procedures, Protocol, Directives, MOU/MOAs,etc.:The Consultant <br /> will review all provided examples of the above that are relevant to the park operations, <br />
