This <br /> pipe drops over 100 feet down a steep slope to a ditch at the BNSF railroad tracks. Water flows in the BNSF <br /> ditch, crosses under the tracks in a culvert and discharges into Possession Sound. This temporary above- <br /> ground pipe was installed 13 years ago to address erosion problems on the hillside above the BNSF railroad <br /> tracks. <br /> The City previously entered into a Professional Services Agreement with GHD to evaluateanddesign a <br /> permanent facility that utilizes an existing underground sewer pipeline for conveying surface water down the <br /> hillside. GHD evaluated a number of crossing options for BNSF to consider. GHD also provided <br /> conceptual engineering for the future elimination of a second stormwater outfall on Sound Avenue near the <br /> Shore Avenue Stonnwater Outfall. This would reduce the number of stoffnwater outfalls that the City would <br /> need to maintain down the steep bluff. In June 2012, GHD closed their Seattle office. <br /> KPG has hired the engineer that completed the alternatives analysis and conceptual engineering on this <br /> project. Additionally, other KPG engineers also have experience designing stormwater outfalls on steep <br /> bluffs. The Professional Services Agreement provides design and permitting for the replacement of the <br /> temporary above-ground stormwater drainage pipeline, in the amount not to exceed$257,050. <br /> RECOMMENDATION (Exact action requested of Council): <br /> Authorize the Mayor to sign the Professional Services Agreement with KPG for design and permitting at the <br /> Shore Avenue Stormwater Outfall Improvement Project in the amount not to exceed$257,050. <br /> 3 <br />
