Mukilteo Blvd., Everett, Washington.
The study area extends from the proposed site location to the nearest receiver property
lines. Th- purpose of this report is to document the extent and impact of the acoustical
changes due to the proposed Verizon mechanical equipment. This report contains data
on the existing and predicted noise environments, impact criteria, and evaluation of the
data as they relate to the criteria, and acoustical recommendations for improvement if
appropriate.
The proposed site is zoned residential — noise control district I, and so are all receiving
properties. The Everett Municipal Code section 20.08.040 Noise Control Code -
Environmental sound — Maximum permissible levels limits to noise levels at the receiver
property lines to 55 dBA during daytime and 45 dBA during nighttime 10:00 p.m. to 7:00 a.m.
(9:00 a m. on weekends).
It is our understanding that the backup generator will be used only during an actual
power outage for emergency purposes. As per EMC 20.08.100 Noises exempt — At ant
times — Partially exempt noises, the backup generator is exempt. In addition, the new
backup generator will be located within the building and have sound attenuation
measure although they are not required by code including a muffler with higher
acoustical properties, acoustical louvers, and lined ductwork. The oredicted noise level
from the backup generator exhaust is 59 dBA at the nearest receiver property line. All
remaining equipment operates 24 hours and is therefore subject to the nighttime noise
limit of 45 dBA.
The existing noise environment at the proposed site is primarily the result of traffic noise.
A -scale frequency -weighted sound level measurements were taken July 9, 2002 to
document the existing ambient noise levels. Sound level measurements were taken
using a Larson -Davis 2900 real-time spectrum analyzer, Type I measuring device as
U4
