EVERETT CITY COUNCIL PRELIMINARY AGENDA 6:30 P.M., WEDNESDAY, NOVEMBER 20, 2019 CITY COUNCIL CHAMBERS Roll Call Pledge of Allegiance Approval of Minutes: November 13, 2019 Mayor's Comments Council Comments/Liaison Reports Administration Update City Attorney Public Comment CONSENT ITEMS: (1) Adopt Resolution authorizing claims against the City of Everett in the amount of $5,589,740.94 for the period of November 2, 2019 through November 8, 2019. (2) Adopt Resolution authorizing electronic transfer claims against the City of Everett in the amount of $6,670,898.00 for the period of September 1, 2019 through September 30, 2019. (3) Authorize the Mayor to sign the Contract Amendment with Snohomish County Human Services to add fitness equipment at the Carl Gipson Senior Center in the amount of $23,000. I•) Authorize the Mayor to sign the Emergency Management Performance Grant Agreement with the Washington State Military Department to receive grant funding in the amount of $61,970. with a matching cost of $61,970. to fund Emergency Management Operations. (5) Authorize the Mayor to sign Amendment No. 2 to the Professional Services Agreement with Otak, Inc., for Diking Improvement District No. 5 dike repair design services to include additional design services, extend the contract completion date, and increase the total compensation by $62,868. to an amount not to exceed $472,311.00 COUNCIL BRIEFING AGENDA: (These items come before the City Council serving as a Council Committee of the Whole and are likely to be scheduled at a future meeting.) (7) CB 1911-55— 1St Reading- Adopt the Proposed Ordinance creating the special construction fund entitled "Fire Station No.2 and Fire Station No.6 - Additions and Alterations, fund 342, Program 029, to accumulate the construction costs for the project in the amount of $850,000. (3rd and final reading on 12-4-19). (8) CB 1911-56— 1st Reading- Adopt the Proposed Ordinance Relating to Tax Administration, adopting the Association of Washington Cities 2019 version of the Model Tax Administration Ordinance and superseding existing provisions of Ordinance Nos. 2809-04, 3041-07, 3175-10, 3305-12, 3285-14, 3497-16, and 3524-16 (Chapter 3.19 EMC).
