No Mill Site Development Proposal has been submitted <br /> Section 16.2.3 or approved. Both City and the Developer have remaining <br /> obligations under this Section. <br /> Minimum Retail Elements <br /> for Commencement of <br /> Construction on the No Minimum Retail Element proposal has been submitted or <br /> Landfill and Mill Sites approved.
