� <br />PLANNING DIRECTOR CERTIFICATION <br />NON-CONFORMING PARKING # 02-032 <br />Applicant: Scott Grainger, 845-106"' Ave. NE #100, Bellevue, WA 98004 <br />Description of property structure(a) and parcel(a) being certified: <br />Site Address: 1832 Walnut Street <br />Tax Identiflcatlon Number: 0055634060170107 <br />Zoning: B-1 Neighborhood Shopping <br />Desc�iption of Non-conformities: The site is currently developed with a vacant <br />commercial stnicture. The building was historically used as a grocery store establishment. <br />The structure was constructed in 1944. There is 1 parking stall on site to serve the retail <br />use. Current paricing requirements for retail establishments is 1 stall per 300 square feet of <br />gross floor area. <br />Based on the information provided by the applicant the building is approximately 2,400 <br />square feet in area, which would necessitate 8 parking stalls to be provided on site if built <br />under current development standards. The site currently has a parking shortfall of 7 spaces <br />for a retail use. The one approved stall for the site is located in the southwest comer of the <br />site in front of the building. This area is shown as being proposed for a 251 square foot <br />enclosure, based upon the site plan dated October 28, 2002 on file with the Planning <br />Oepartment. In order to make this addition a new parking stall will need to be provided <br />which meets all code requirements. In addition, additional parking may be required if the <br />building is expanded, or the building is converted to another use. <br />Curreni code requirements would mandate the building to be constructed up to the front <br />property line for a minimum of fifty percent of the fa�ade. The existing building was built <br />prior to this code requirement coming into effect, and therefore possesses the following <br />setbacks: 4'8" front; 4' street side; 4'4" interior side; 20' rear. <br />Summary Statement: Based upon the 2,400 square foot retail building a minimum of 1 <br />parking stall must be provided for the subject property. <br />Decision: I hereby find that the above described non-confortnities were established prior to <br />zoning code regulations for the subject property.
