August 3, 2011
Steve Miller
City of Everett — Public Works
3200 Cedar Street
Everett, WA 98201
Project Name: Everett Municipal Court
DLR Group Project No.: 7311105-00
Re: Plan Check Review Comments - #131107-009
Dear Mr. Miller:
DLR Group
Archnmtan Inirtnrs
901 Fifth Avenue
Suite 700
Seattle WA 00164
o: 206/461-6000
f. 206/461-6049
In response to the Plan Check Comments dated July 27, 2011 the design team has
reviewed the comments and compiled our analysis of the 4 items that you have noted in
your Plan Check Review. The following is our response:
1. IBC 1021 requires two exists from the parking level. These exits will need to be
separated in accordance with Section 1015.2
a. Agreed. Note the revised CP0.0, CP1.0, A1.0, A5.1, A9.1 adding an exit door
from the Parking Floor.
2. IBC 1604.5 indicates an occupancy category of III which appears to require a
revision of the structural design.
a. IBC 1604.5 and Table 1604.5 for Occupancy Category III Buildings and other
structures whose primary occupancy is public assembly with an occupant
load greater than 300.
b. While the Municipal Court is an A-3 assembly facility it's primary use is not for
public assembly. Public assembly is typically determined as gathering for
worship, entertainment, eating, drinking, or amusement. Risks associated
with public assembly are from high density of occupants and in some cases
darkness.
(, , c. IBC 1604.5 Commentary (see attached) indicates that the determination
K \ should be based off of the "primary occupancy is for public assembly is more
/ than 50% of the total building. The assembly area includes the courtrooms
InVR/ and public lobby is 6,080 sf. The first floor area is 16,256 sf. The total
building area is 23,936 sf. Depending on how the determination is calculated,
the assembly use area is only 37% of the first floor or 25% of the total
building area.
/ d. Based on the IBC Commentary this building does not need to be designed
II ` under the Occupancy Category III, but under the general building Occupancy
Category II.
3. The inmate toilet does not include the clearance around the water closet per
IBC/ANSI Al17.1, section 604.3
a. Agreed.
