November 6, 2019 <br /> Roll was called with all council members voting yes. <br /> Motion carried. <br /> PUBLIC HEARING: <br /> 2020 BUDGET <br /> President Bader announced that Public Hearing Items 7 and 8 would be presented <br /> together. He stated this is the second of three public hearings regarding the 2020 <br /> budget, which will remain open until the conclusion of the third and final reading <br /> and budget hearing on November 13, 2019. <br /> An overview of the 2020 budget was presented by Susy Haugen, Finance. <br /> Discussion ensued regarding the voluntary separation program,filling lateral hires <br /> in the Police Department, the Evergreen Branch Library opening, which is set for <br /> December 6 at 2 p.m. Discussion also included golf revenue, FTE reductions, <br /> federal permit compliance requirements in Public Works, and the effect that <br /> passage of 1-976 would have on streets overlay funding. <br /> Council Member Murphy requested a list of what comprises the 3.8 million in <br /> proposed expenditures for Fund 119 Streets Improvement. <br /> Council Member Roberts requested information about the current allocation for <br /> car tab fees, before the impact of the possible passage of 1-976. <br /> Ms. Haugen stated she would provide the requested information to Council. <br /> COUNCIL BILL 1910-52 <br /> SECOND READING: <br /> AN ORDINANCE adopting the budget for the City of Everett for the year <br /> 2020 in the amount of$649,986,342 <br /> 331 <br />
