Two independent studies analyzing senior parking utilization were reviewed by the <br /> Commission. One analysis compares parking utilization at two existing senior housing developments in <br /> Everett. The other was prepared as background information supporting a request for a reduced parking <br /> standard in another municipality. This study includes a wider range of developments from the Puget Sound <br /> region and elsewhere. It also includes data from the Institute of Transportation Engineers Parking <br /> Generation handbook. <br /> Both documents indicate that regionally, and locally,that senior housing developments require less than our <br /> current standard of 1 parking space per dwelling unit, and less than the proposed standard of 0.75. Copies of <br /> these studies have been provided separately to the City Council. The Planning Commission recommends <br /> that the parking standard reduction be limited to two areas: 1)the C-2 ES (Everett Station overlay) zone; and <br /> 2)the E-1 MUO (Evergreen- Mixed Use Overlay)zones. <br /> RECOMMENDATION (Exact action requested of Council): <br /> Adopt Ordinance Amending the Minimum Off-Street Parking Standard for Senior Citizen Housing in the C- <br /> 2 ES Zone and E-1 MUO Zone,Amending Section 6 of Ordinance No. 3002-07,as amended (EMC <br /> 19.34.020). <br /> 1 <br />
