A number of needed corrections have been identified and are listed below. <br /> Many of these requirements are excerpted from the mitigation measu;es identified In the project's <br /> planned action determination (SEPA06-012), others are requirements from the city's zoning code. <br /> It is the applicant/properly owner's obligation to ensure compliance with all mitigation measures <br /> identified in the planned action determination, a copy of which is enclosed. II you have any <br /> questions, don't hesitate to call me at(425)257-8737. <br /> 1. Construction staging areas must be located outside of environmentally sensitive areas and <br /> their buffers, unless determined by the Planning Director to be infeasible. Revise <br /> construction plans to cleorly identify location(s) of equipment and material staging areas. <br /> 2 Place the following notes on the construction plans <br /> a. "Any excavation of materials within a wetland and/or buffer must be placed in an upland <br /> area during construction. Wetland soils must be in separate piles from upland soils. <br /> After construction, wetland soils should be returned to the wetland and upland soils <br /> placed in upland areas At a minimum, the top 18 inches of topsoils from wetland areas <br /> shall be stored separately from the rest of the soils and replaced as the top layer of fill in <br /> the wetlands following construction. Care must be taken not to make"dams"from <br /> compacted fill that would alter any subsurface flow." <br /> b "When operating machinery in or near water, extreme care shall be taken to prevent any <br /> petroleum products, cement, chemicals, or other toxic or deleterious materials from <br /> entering the water. If a spill does occur,work shall be stopped immediately and <br /> Ecology's Spill Response Section contacted." <br /> c "Equipment maintenance shall not occur in or adjacent to wetlands and streams." <br /> d "Prior to initiation of construction, a biologist or wetland/stream expert must inspect <br /> construction fencing along environmentally sensitive areas buffers/const-uction limits to <br /> ensure that fencing is located properly. The oiologist/expert should inspect the site <br /> occasionally during construction, and shall have authority to impose a stop work order <br /> immediately if the biologist/expert determines that work activities violate buffer and <br /> setback requirements." <br /> e "All trash located in the preserved wetlands, streams, and their associated buffers must <br /> be removed.
