Following is a summary of the calculations completed to develop <br /> the traffic mitigation fee,with differences from Gibson's calculations noted in bold. <br /> The Gibson traffic report developed a PM Peak Hour bus trip generation rate of 0.5 buses for each bus parking <br /> stall based on a count of the existing facility. This seems reasonable and appropriate, but the Gibson trip <br /> generation for the new site was conducted for a total of 100 bus parking spaces, not the 112 described In <br /> the project proposal and shown on the plan. Because the City's traffic mitigation is based on the greatest <br /> possible trip generation from the site, it is appropriate to assume that the new facility will be completely filled for <br /> purposed of established the traffic mitigation fee. As such, the trip generation rate of 0.5 PM Peak Hour trips per <br /> bus parking stall was applied to the total bus parking count and the City calculated a total of 66 PM Peak Hour <br /> bus trips, rather than the 50 trips the Gibson report predicted. Applying the trip generation methodology <br /> outlined in the Gibson report, this would also result in 56 PM Peak Hour vehicle trips as bus drivers travel to <br /> and from the site in their personal vehicles, rather than the 50 trips Gibson's report predicted. With the 11 <br /> PM Peak Hour maintenance and office staff trips predicted by Gibson, the City's trip generation would result in <br /> a total of 123 PM Peak Hour trips from the new bus facility, rather than the 111 trips predicted in the <br /> Gibson report. <br /> The Gibson traffic report makes the case that the school buses themselves provide a benefit to overall traffic <br /> volumes in the City because without bus service more parents would drive their children to school. The City of <br /> Everett accepts the argument that school buses trips should not be charged mitigation,which results in a <br /> credit of 56 PM Peak Hour bus trips, rather than the 50 trips which the Gibson report credited under this <br /> assumption. The Gibson report also outlines the existing land uses on the site as manufacturing and specialty <br /> retail and provides trip generations for these land uses. The City accepts the trip generation of 20 PM Peak Hour <br /> trips from the manufacturing land use, but the specialty retail trip generation must take Into account pass-by <br /> traffic,for which the City does not collect traffic mitigation fees or provide traffic mitigation fee credits. <br /> The City typically applies a pass-by rate of 40%when calculating specialty retail trip generation (which was <br /> applied in the initial SEPA traffic mitigation fee calculation)but for this location the pass-by rate of 25%which <br /> Gibson has historically used for specialty retail can be applied due to the site location and small retail area. <br /> Based on a 25%pass-by rate,this project qualifies for a credit of 8 PM Peak Hour trips for the specialty <br /> retail land use rather than the 11 trips credited in the Gibson report. The City's credit calculation results <br /> In a total credit of 84 PM Peak Hour trips, rather than the 81 trips credited In the Gibson report. <br /> The 123 PM Peak Hour trips generated minus the 84 PM Peak Hour trips credited to the site result in a <br /> mitigation fee for the 39 new PM Peak Hour trips generated by the development, rather than the 30 new <br /> trips calculated in the Gibson traffic report. As such,the mitigation fee due for the project is 39 PM Peak <br /> Trips x$1006 per Trip-$39,234. This is a reduction from the original SEPA Traffic Mitigation fee of$41.560 <br /> because the Gibson specialty retail pass-by rate of 25% was applied in place of the City's standard 40%pass-by <br /> rate The traffic mitigation fee is higher than the$30,180 mitigation fee proposed by the Gibson <br /> report because their trip generation underestimated the total number of trips generated by using 100 <br /> Instead of 112 bus parking stalls and overestimated the specialty retail trips generation by failing to <br /> account for pass-by traffic. <br /> If you have any questions regarding this analysis, please contact me and I would be happy to discuss the matter. <br /> Michael Brick, P.E. <br /> Associate Engineer <br /> City of Everett-Traffic Engineering <br /> 2/15/2007 <br />
