State law <br /> provides for a system of producers,processors,and retailers,with the Washington State Liquor Control <br /> Board(WSLCB) creating regulations and taking enforcement action.The WSLCB plans to begin accepting <br /> license applications for producers,processors,and retailers on September 14,2013.Applicants are required <br /> to identify a location at which they will carry out the marijuana activities.Staff anticipates that some <br /> applicants will identify locations within the City.Ideally,the City would have comprehensive zoning <br /> regulations in place by September 14,2013.However,the City cannot fully complete the planning process in <br /> this short timeframe, does not know how many applicants will seek to locate in the City,and does not know <br /> the potential impacts of these newly legal activities.The interim zoning regulations are intended to create a <br /> limited pilot project which allows some marijuana activity in the areas within which they are most likely to <br /> be compatible.To that end,the interim regulations are a tentative first step which may be expanded or <br /> modified as warranted following a full planning process.The Planning Commission has voted to recommend <br /> adoption of the interim regulations which would be in effect for a period of one year unless amended. <br /> RECOMMENDATION(Exact action requested of Council):Adopt the Ordinance establishing interim zoning <br /> regulations related to recreational marijuana businesses. <br /> 9 <br />
