Council delayed its consideration to allow staff to review revisions to the <br /> Washington State Liquor Control Board's(WSLCB)regulations of the recreational marijuana industry. <br /> Following that review,the revised WSLCB rules have not substantively changed in a manner that requires <br /> significant changes to the interim regulations recommended by the Planning Commission. <br /> Under the revised rules,the WSLCB will begin accepting applications for marijuana producers,processors, <br /> and retailers on November 18,2013.Applicants are required to identify a location at which they will carry <br /> out marijuana activities.Retail licenses will be limited to five within the City,but producer and processor <br /> licenses will not be limited.Because the City cannot complete the full planning process before November 18, <br /> 2013, and does not know the potential impacts of these newly legal activities,the City should adopt interim <br /> regulations as recommended by the Planning Commission.The proposed interim zoning regulations are <br /> intended to create a limited pilot project which allows somemarijuana activity in the areas within which they <br /> are most likely to be compatible. To that end,the proposed interim regulations are a tentative first step which <br /> may be expanded or modified by Council now or following a full planning process. The proposed interim <br /> regulations would be in effect for a period of one year,unless amended. <br /> RECOMMENDAI`ION(Exact action requested of Council):Adopt the Ordinance establishing interim zoning <br /> regulations related to recreational marijuana businesses. <br /> 1 <br />
