1 <br /> WASHINGTON MULTI-CITY BUSINESS LICENSE AND TAX PORTAL AGENCY <br /> INTERLOCAL AGREEMENT <br /> THIS AGREEMENT, incorporating all exhibits hereto, is entered into by and between the Cities <br /> of Bellevue, Everett, Seattle and Tacoma(collectively, the "Principals")pursuant to the <br /> Interlocal Cooperation Act Ch. 39.34 RCW and has been authorized by the legislative body of <br /> each Principal. <br /> RECITALS <br /> WHEREAS, each of the Principals is a city, a general purpose municipal corporation authorized <br /> by state law to issue local business licenses and collect a variety of local taxes; and <br /> WHEREAS, the Principals seek to make it easier and more efficient for businesses to apply for <br /> local business licenses and file local taxes, while retaining local control over local licensing and <br /> tax collection functions and policies; and <br /> WHEREAS, the Principals seek to accomplish these goals by jointly facilitating the creation of <br /> an internet web application gateway(the"Portal")where tax collection and business licensing <br /> functions can be collectively administered, and where businesses operating in multiple cities can <br /> use a"one-stop" system for tax payment or business license application filing; and <br /> WHEREAS,the Principals have engaged in extensive outreach with other cities, state legislators, <br /> taxpayers and the business community to understand the interests of these stakeholders in <br /> relation to development of the Portal; and <br /> WHEREAS, the creation of an intergovernmental entity, in the form of a governmental nonprofit <br /> corporation whose members are Principals to oversee the operation of the Portal will enable each <br /> Principal to participate in management of the Portal,provide economies of scale to participating <br /> cities, and ensure continued control by each Principal of its tax and licensing policy and local tax <br /> collections; and <br /> WHEREAS,the collection of local taxes is an exclusively governmental activity of each of the <br /> cities party to this Agreement; and <br /> WHEREAS, the creation of an intergovernmental entity as described in this Agreement will <br /> enable the Principals to carry out this exclusively governmental activity as a joint <br /> instrumentality; and <br /> v. 11.5.13 6 1 <br />
