4 <br /> f. tight line to roof runoff infiltration system. <br /> A tight line to the property line with direct discharge to the abutting property <br /> or public right-of-way is prohibited unless specifically approved by the City <br /> on the construction plans/permit. <br /> In all cases, the method selected will be subject to approval by the City's <br /> Public Services Division, with considerations given to site, soil types, slope <br /> conditions, and the nature of the development. <br /> LM.Section 3002.4 of the IBC is hereby deleted in its entirety and replaced <br /> with the following: <br /> Where elevators are required in buildings, at least one elevator shall be <br /> provided for fire department emergency access to all floors. The elevator <br /> car shall be of such a size and arrangement to accommodate a 24-inch by <br /> 84-inch ambulance stretcher, with not less than 5-inch radius corners, in <br /> the horizontal, open position and shall be identified by the international <br /> symbol for emergency medical services (star of life). The symbol shall not <br /> be less than 3 inches high and shall be placed inside on both sides of the <br /> hoistway door frame. <br /> Exception: If all stories within the building have direct, accessible egress to <br /> grade. <br /> Section 2. Severability <br /> Should any section, subsection, paragraph, sentence, clause or phrase of this <br /> Ordinance or its application to any'person or situation, be declared <br /> unconstitutional or invalid for any reason, such decision shall not affect the <br /> validity of the remaining portions of this Ordinance or its application to any other <br /> person or situation. The City Council hereby declares that it would have adopted <br /> this Ordinance and each section, subsection, sentence, clause, phrase or portion <br /> thereof irrespective of the fact that any one or more sections, subsections, <br /> clauses, phrases or portions be declared invalid or unconstitutional. <br /> Section 3. General Duty <br /> It is expressly the purpose of this Ordinance to provide for and promote the <br /> health, safety and welfare of the general public and not to create or otherwise <br /> establish or designate any particular class or group of persons who will or should <br /> be especially protected or benefited by the terms of this Ordinance. It is the <br /> specific intent of this Ordinance that no provision or any term used in this <br /> Ordinance is intended to impose any duty whatsoever upon the City or any of its <br /> officers or employees.
