izil <br /> EVERETT <br /> WASHINGTON <br /> ORDINANCE NO. 3721-19 <br /> An ORDINANCE Relating to Civil Service within the City of Everett,AMENDING Ordinance No. 1069-84, <br /> as previously amended <br /> WHEREAS, <br /> A. It is in the best interest of the residents of the City of Everett that the City's system of personnel <br /> administration guarantee that all appointments and promotions within the City service be based <br /> on merit and fitness,without regard to sex, race,disability,sexual orientation, religion,or political <br /> affiliation. <br /> B. The Everett City Council previously adopted a system of personnel administration which provides <br /> a means to recruit,select,develop,and maintain an effective and responsive work force,including <br /> policies and procedures for employee hiring and advancement, career development, job <br /> classification, discipline and discharge, and other related activities. <br /> C. Periodic review of the existing City of Everett Civil Service procedures has found need for updates <br /> to form and function. <br /> NOW,THEREFORE,THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1. Section 3 of Ordinance 1069-84 (codified at EMC 2.68.020), is amended as follows, with <br /> strikeouts deleted and underlining added: <br /> A. The Everett civil service commission shall: <br /> 1. Provide for the classification of all employees except day laborers and appointive officers; <br /> 2. Provide for open;and competitive and free examinations as to qualifications and fitness; <br /> 3. Provide for an eligibility list from which all vacancies shall be filled, except those specifically <br /> exempted by the city council; <br /> 4. Provide for a period of probation before employment is made permanent; <br /> 5. Provide for promotion on the basis of merit, experience and record; <br /> 6. Hear appeals from suspension,terminations and reductions in rank; and administer oaths, <br /> issue subpoenas and require the attendance of witnesses and the presentation of <br />
