B. National Objectives The Subrecipient certifies that the activities carried out with funds provided under this Agreement will meet the following CDBG National Objective, as identified by the City of Everett for priority in the 2019 Program Year, "Benefit low/moderate income persons" - as defined in 24 CFR Part 570.208. Appropriate subcategory under the National Objective: Limited Clientele 05Z - Other Public Services 24 CFR 570.201(e) or 42 USC 5305(a)(8) + 24 CFR 570.482(c)(2) Only used when an activity does not fall under a more specific 05A-05Y code. Description of how the project will meet this subcategory: Lower income individuals are at higher risk of food insecurity. There is evidence that food insecure adults are more likely to be malnourished, have a chronic illness and/or disability, experience depression, and have more emergency room visits and hospital admissions. Providing food with weekly visits will provide needed nutrition as well as access to other services and supports to help them continue to live independently. C. Performance Monitoring The City will monitor the performance of the Subrecipient against goals and performance standards required herein through quarterly reports and site visits. Substandard performance as determined by the City will constitute non-compliance with this Agreement. If action to correct such substandard performance is not taken by the Subrecipient within a reasonable period of time, as determined by the City and after being notified by the City, contract suspension or termination procedures will be initiated.
