Exhibit "A" <br /> Scope of Services, Time of Performance, Budget, <br /> Payment, Notices, and Representatives <br /> I. Scope of Service <br /> A. Activities/Project Description <br /> The Subrecipient will be responsible for administering the College of Hope program in a manner <br /> satisfactory to the City and consistent with any standards required as a condition of providing these <br /> funds. Such program will include the following activities eligible under the Community Development <br /> Block Grant Program: <br /> Program Delivery <br /> Activity: <br /> The College of Hope will serve 150 Person by providing life skills courses through the College of <br /> Hope program. The College of Hope course schedule is designed to support homeless families to <br /> develop new attitudes, knowledge, skills and assets, preparing them to regain and maintain <br /> permanent housing and move towards self-sufficiency. In addition to families living in shelter and <br /> transitional housing, the College of Hope is open to all low-income adults in Snohomish County as <br /> space is available. College of Hope courses will be offered in Everett at the Ken Schilaty Family <br /> Learning Center (5908 Evergreen Way) and the Mt. Baker View Apartments (Housing Hope facility in <br /> North Everett targeted for low-income parents attending college, located on 15th St. near Sen. HM <br /> Jackson Park). Both facilities offer a quality childcare space for child learning experiences in <br /> conjunction with the adult learning activities. College of Hope offers forty (40) courses, ranging in <br /> length from one to three classes, focused on four life areas: Housing Expertise, Health and <br /> Wellness, Economic Well Being, and Family Life. These courses are provided in conjunction with <br /> community partners that provide course instruction in their area of expertise; Housing Hope provides <br /> program development and oversight, and administrative support. Housing Hope provides a positive <br /> learning environment and incorporates adult education/learning principles into its program design. In <br /> addition, College of Hope provides transportation to and from the education site (primarily available <br /> to Housing Hope homeless housing participants), dinner, and an instructive children's program. <br /> Outcomes: While providing a myriad of learning opportunities, College of Hope emphasizes learning <br /> in the following targeted areas: • Family life: 75% of participants in parenting courses demonstrate <br /> an increase in parenting skills and knowledge of strategies for positive parenting that are <br /> developmentally appropriate. • Housing Expertise: 75% of participants in housing courses will <br /> demonstrate an increased understanding of the responsibilities of a tenant and the responsibilities of <br /> a Rental Property Owner (as defined by the Washington State Landlord Tenant Law) and/or can <br /> state the expectations for passing a housing inspection and at least 5 strategies for organizing and <br /> cleaning their home. • Health and Wellness: 75% of participants in health and wellness <br /> courses demonstrate an increase in skills related to health prevention and/or managing chronic <br /> health issues. • Financial Management: 75% of participants in financial literacy courses <br /> construct a monthly budget that they are able to modify as changes occur in their household income <br /> and expenses and/or demonstrate an increase in skills related to Employment Readiness and/or <br />
