B. National Objectives <br /> The Subrecipient certifies that the activities carried out with funds provided under this Agreement will <br /> meet the following CDBG National Objective, as identified by the City of Everett for priority in the <br /> 2019 Program Year, "Benefit low/moderate income persons" - as defined in 24 CFR Part 570.208. <br /> Appropriate subcategory under the National Objective: <br /> Limited Clientele <br /> 05H - Employment Training 24 CFR 570.201(e) or 42 USC 5305(a)(8) + 24 CFR <br /> 570.482(c)(2) <br /> Assistance to increase self-sufficiency, including literacy, independent living skills, resume <br /> writing, job coaching, "how to get and keep a job" training, or training students in a <br /> particular field on skill when there is no tie to a specific position or business. <br /> Description of how the project will meet this subcategory: The College of Hope program serves <br /> low-income households by providing life skills education programs for homeless and low- <br /> income individuals. <br /> C. Performance Monitoring <br /> The City will monitor the performance of the Subrecipient against goals and performance standards <br /> required herein through quarterly reports and site visits. Substandard performance as determined by <br /> the City will constitute non-compliance with this Agreement. If action to correct such substandard <br /> performance is not taken by the Subrecipient within a reasonable period of time, as determined by <br /> the City and after being notified by the City, contract suspension or termination procedures will be <br /> initiated. <br />
