8 <br /> B. Amendments to Specific Elements of the Comprehensive Plan. <br /> 1. Introduction. The introduction will be revised to address changes in GMA legislation, <br /> updates to VISION 2040,the multi-county and countywide planning policies,description <br /> of the public participation process for the update, amendments to the Comprehensive <br /> Plan that have occurred since 2005,revisions to the planning area boundaries,updates to <br /> existing demographic and employment numbers, a description of the alternatives <br /> evaluated in the update,and revisions to the assumptions used for planning purposes. <br /> Could include narrative similar to that in the Countywide Planning Policies for the <br /> Regional Context(PSRC Vision 2040, Regional Growth Strategy, Multicounty Planning <br /> Policies) and Central Principles and Policies Framework for the Countywide Planning <br /> Policies. Could also address Transportation 2040 Physical Design Guidelines,page 7. <br /> 2. Land Use Element. <br /> • <br /> The Land Use Inventory tables will be updated to reflect data from the 2012 Snohomish <br /> County Buildable Lands Report based upon structures existing as of April 1,2011.3 <br /> Buildable lands assumptions for population and employment holding capacities will be <br /> revised based upon zoning capacity and actions, such as designation changes and <br /> reasonable measures included in the Comprehensive Plan that are expected to occur by <br /> 2035. <br /> 2035 Growth Targets for Population and Employment will be addressed for the preferred <br /> alternative. Buildable lands assumptions for population and employment holding <br /> capacities will be revised based on actions such as site-specific designation changes and <br /> reasonable measures included in the Comprehensive Plan that are expected to occur <br /> by2035.4 Include the number of new dwelling units needed. Include a description of the <br /> reasonable measures that have been adopted to increase housing capacity and new <br /> additional reasonable measures incorporated in the update. <br /> Include a statement describing how the Comprehensive Plan is consistent with VISION <br /> 2040. <br /> Describe Everett's designated Growth Center and Manufacturing Industrial Center and <br /> update associated information to be consistent with VISION 2040. Could move policies <br /> 3 The Buildable Lands Report is intended to determine if the City and other jurisdictions in the County have <br /> sufficient vacant land to accommodate the population and employment forecasts for 2025. It includes data on total <br /> acreage and vacant acreage by zoning category,and calculations of additional population and employment capacity. <br /> The population and employment capacities are based upon calculations related to density that was achieved by <br /> development from 1995 to 2010. <br /> 4 Reasonable Measures are actions that can increase land-holding capacity,such as providing multifamily tax <br /> credits,increasing residential densities,mandating minimum densities,and reducing required street widths. <br /> 31 <br />
