ENT AND/OR RELOCATION AND <br /> ANNUAL DIKE R AIR <br /> WHEREAS, Marshland Flood Control District (MFCD) has paid off its loan to the <br /> Bank of America I..4nder MFCD Account No 52? (identified as sub-fund 770722 by the <br /> Snow County Treasurer's Office); and <br /> WHEREAS, MFCD has also paid off its obligation to the State Public Works Trust <br /> F • uzxler MFCD Account No.526(sub-fund 770726 per the County Treasurer); and <br /> WHEREAS, as a condition of receiving further Surface Water runoff contributions <br /> from St>ommsb Copy and the City of Everett, MFCD has been encouraged to establish a <br /> Capital Improvement Plan (CIP) and Fund (CIF) for Pump Plant refurbishing, replacement <br /> and/or restoration in light of Everett's long range plan for relocation and/or replacement of the <br /> Pump Plant in order for Everett to meet Department of Ecology (DOE) mitigation compliance; <br /> and <br /> WHEREAS, MFCD commissioned a report dated Jury 29, 2011 from the Natural <br /> Resources Conservation Service (NRCS). the federal sponsor for MFCD, encouraging <br /> maintenance and upgrades to MFCD's Pump Plate, including refurbishing its concrete, <br /> updating safety features, establishing a program for pump rentor replacement and confirming <br /> °soft start" and fuse upgrades in order to decrease electrical power needs; and <br /> WHEREAS, NRCS also provided a concrete refurbishing estimate on October 6, 2011 <br /> of between$120,400 and 5241.200 and <br /> WHEREAS, the Pump Plan will only have a useful life of =flier 50 years if the <br /> concrete r eftrhishiing is done; and <br /> WHEREAS, there is no designated implementation date for MFCD's Pump Plan <br /> replacement or relocation as a result of Everett's long range plan for DOE miti tion <br /> Page 1 f 3 <br /> INTERLOCAL AGREEMENT REGARDING INCREASED HILLSIDE RUNOFF IN pg.23 <br /> THE MARSHLAND DRAINAGE BASIN DUE TO UPLAND DEVELOPMENT 09/09/2019 <br />
