2 <br /> Staff Report <br /> On May 8, 2007,the Army officially surplused the David P. Oswald Army Reserve Center and made it <br /> available for new uses. On April 21, 2008,the Defense Department designated the City of Everett as the <br /> Local Development Authority to develop a reuse plan for the Oswald Center. Domestic Violence Services <br /> was selected for their plan to create an emergency homeless shelter for victims of domestic violence, <br /> administrative offices, and housing. The Redevelopment Plan was developed and approved by the <br /> Development Authority which included Mayor and City Council dated September 16,2009. The Department <br /> of Housing and Urban Development then approved the Redevelopment Plan on October 19,2010. <br /> On October 3, 2012, City Council approved a contract for$272,821.67 in Community Development Block <br /> Grant funds for construction costs related to the Domestic Violence Services Everyone Deserves to be Safe <br /> Shelter(formerly known as the Oswald Army Reserve Center). The City of Everett also provided <br /> $86,233.16 in Affordable Housing Trust Funds(2060 Funds)for construction costs related to the shelter. <br /> These are forgivable loans from the City of Everett. Since all fmancing is in place and construction is done <br /> there is the need to record a Priority and Subordination Agreement. <br /> The lien/loan order for documents and funding is: <br /> 1. State of Washington Department of Commerce Covenant for use of property. <br /> 2. Snohomish County Covenant for use of property. <br /> 3. State of Washington Department of Commerce Housing Trust Fund for the amount of$2,500,000. <br /> 4. Snohomish County Sales and Use Tax for the amount of$800,000. <br /> 5. City of Everett(Community Development Block Grant), for the amount of$272,821.67. <br /> 6. Snohomish County(Community Development Block Grant), for the amount of$250,000. <br /> 7. City of Everett(2060 Housing Trust Fund) for the amount of$86,233.16, <br /> When these complex financing packages are put together for nonprofit housing/shelter projects,those loans <br /> with the largest amount into the project go first in the lien order,then the next largest loan, etc. <br /> 22 <br />
