The Ordinance established an
interim regulation under RCW 36.70A.390, specifying certain permitted uses and development standards on
property referred to as the Silver Lake Center property. It also established a public planning process for the
subject property, and a one-year expiration date.
The City, the community and property owner have been working on the land use plan in response to the
planning process established in Ordinance No. 3314-13. The Planning Commission will be considering both
the land use plan and a shoreline permit for the property on January 21,2014. The actions of the Planning
Commission will then be presented to the City Council, but it will be after the current expiration date of
Ordinance No. 3314-13. The renewal of the ordinance for an additional 6 months is necessary in order to
keep the interim regulation in place until the City Council takes action on the Planning Commission
recommendation. Staff anticipates that will occur in March, and at that time,Ordinance No. 3314-13 will be
repealed and replaced with non-interim zoning regulations.
RECOMMENDATION (Exact action requested of Council):
Adopt an Ordinance amending the interim zoning regulations established under Ordinance No. 3314-13 for
the Silver Lake Center property by extending the interim regulations for an additional six months, and
declaring an emergency to exist.
1
