I was asked to contact Ritz, Julie M (D.O.B. <br /> 01/09/1959) and Beverly Brown to collect statements regarding their knowledge of the incident. <br /> It took some effort but I was finally able to meet with Ritz to collect her statement on 01/17/2014. She had been <br /> away in California and our schedules made it difficult to meet thus the delay in completing this task. Unfortunately I <br /> still have not been able to make contact with Brown. <br /> What stood out to me most in Ritz' statement was that she noted there was a disturbance between Mumm and <br /> Russell prior to the police arrival. Ritz told me Mumm parks his work van on the street every day and watches <br /> Russell's condo as he walks to his own. She wrote and told me that on this day(10/16/2013) Mumm got out of his <br /> van, "walked around it to the passenger side looking up at Mr. Russell's unit. I heard Gary(Mumm) say something, <br /> don't know what but it elicited a response from Willie, then the verbal war of words began." <br /> Ritz told me she witnessed Mumm raise his arm toward Russell and point"mace" at him as he was walking toward <br /> the walkway. She mentioned she has witnessed Mumm's volatile temper before.
