2 <br /> Staff Report <br /> Mukilteo School District: Capital Facilities Plan update <br /> A. Introduction: <br /> The Mukilteo School District seeks to update the text of the Everett Comprehensive Plan by <br /> incorporating into the Plan by reference the District's 2012—2017 Capital Facilities Plan. <br /> The City currently uses its SEPA authority for school districts to receive impact fees for construction. <br /> Projects subject to SEPA have school impact fees. Projects which are below SEPA thresholds do not <br /> pay school impact fees. Mukilteo School District is located in the southwest part of the City(District <br /> map attached). <br /> B. Background: <br /> 1. State Growth Management Act allows school districts to charge developers of residential units <br /> fees to help pay for expanded school service capacity as a result of student population growth. <br /> 2. The Comprehensive Plan states the City, "will work with purveyors(the School District in this <br /> case)to assure provision of facilities and services." <br /> 3. The current Mukilteo School District Capital Facilities Plan(CFP)in affect is the 2010—2015 <br /> Capital Facilities Plan. The District wishes to update the Plan at this time with the 2012—2017 CFP. <br /> C. Analysis: <br /> Comprehensive Plan Policy 6.1.3 (c) states,"Other purveyors of public services provide an important <br /> component to the desired quality of life in Everett." These facilities and services are categorized as, <br /> `Facilities and Services Controlled by Others (e.g. schools, solid waste disposal/recycling services).' <br /> Since most of these facilities are outside of the City's direct control,the City will work with these <br /> purveyors to provide necessary facilities and services." <br /> 1 <br /> 24 <br />
