3 <br /> C. Analysis: <br /> The following is a review of the criteria listed in the Comprehensive Plan for use when considering <br /> map amendments: <br /> 1. The requested action must be supported by the Comprehensive Plan. <br /> Staff response: Policy 2.6.1 in the Land Use Element states: "The City shall continue to acquire and <br /> develop public lands to serve the population of the Everett Planning Area,within the financial <br /> capabilities of the City,in accordance with the Parks and Recreation Plan." <br /> In the Parks Element of the Comprehensive Plan, Strategy 9.1.2 states,"Develop Site Master Plans <br /> for all parks that are customized to the neighborhood and for the community it serves, and ensure a <br /> finding commitment to implement the plans in advance of planning efforts desired to build trust in <br /> the community." <br /> A master plan for Jackson Park has been produced and developed with input from the affected <br /> neighborhoods and citizens. The neighborhood/community garden project is a part of the Jackson <br /> Park master plan. <br /> The rezone to P (Public Park)zone is consistent with the Comprehensive Plan. <br /> 2. Have circumstances changed? <br /> Staff response: Master planning for the Park has been completed,and funding has been achieved for <br /> development of the neighborhood related sections of the park,which includes a community garden. <br /> °3. - 'Are there any erroneous assumptions or new information? <br /> Staff response:No <br /> 4. Will the change promote a more desirable land use pattern? <br /> Staff response: Yes. Development of a master plan for Jackson Park and the implementation of that <br /> master plan is a very desirable outcome for the area, as it relates to the proposed Comprehensive Plan <br /> map change and rezone. <br /> • <br /> 5. Should the proposed land use designation be applied to other properties in the vicinity? <br /> Would approval of this application constitute a granting of special privilege? <br /> Staff response: The proposed action shows the community that this land is intended for park use. The <br /> proposal would lead to installation of a popular public amenity. If interest were expressed to the City <br /> to expand such amenities in the vicinity, each proposal would be reviewed in turn. <br /> 39 <br />
